PEACE in Mindanao seems to be very elusive, but it is still possible. However, there is no quick fix to solve the problem. The government has to deal strongly and decisively with the problem.
There is a legitimate group which the government recognizes, and which is willing to work within the framework of the constitution, the Moro National Liberation Front (MNLF). This group represents the dreams of the Bangsamoro of autonomy, hence, has control over the Autonomous Region in Muslim Mindanao (ARMM). However, a more radical splinter group emerged and desires control over ARMM, the Moro Islamic Liberation Front (MILF). The notoriety of MILF has been exposed in all forms of media because of their perceived partnership with Abu Sayyaf and Jemayah Islamiyah, in fomenting terrorism and fear by targeting civilians for murder, kidnapping and armed robbery.
The struggle for power created the stage for armed conflict and the government was unduly immersed in the tug of war. And what solution can it offer?
The government should deal only to the legitimate group, the MNLF which is the principal character for peace and development of Muslim Mindanao. MNLF elected officials are truly the representatives of the Bangsamoro as they were chosen by their people in a democratic process. By contrast, the MILF does not have monopoly of the Bangsamoro aspirations. They are terrorists. The heinous crimes they perpetrated only alienated themselves from the stream of civilized society. They are bandits whose power emanates from the tips of their guns. Why negotiate with them?
The government should talk to all participants in the conflict and settle for peace. Only in a peaceful climate can development and progress grow. This will generate business interests and that will be beneficial to Muslim Mindanao. However, bringing to justice the perpetrators of heinous crimes should be of paramount importance to the government. It is a part of the two-pronged approach. These will show the legitimacy of the government, and the sincerity in promoting peace, and progress…with or without MILF.
